About the Program
The Job Order Contracting (JOC) Program is a procurement method agencies use to complete small construction projects with a total value of $10,000 to $600,000. The program is administered by FOS of CannonDesign (FOS) who acts as the Commonwealth’s JOC Consultant. To facilitate the completion of these projects DGS has established four Prime Professional Construction Service contracts for General Construction, HVAC, Plumbing and Electrical services in each of the seven regions; Northwestern, Southwestern, Central Southwest, Central Southeast, Capital, Southeastern and Northeastern. These contracts were awarded based on a Request for Proposal (RFP) that considered Technical Qualifications and Pricing. Technical Qualification points were awarded to the contractor with the Technical highest score. Pricing favored the contractor's proposal with the lowest Adjustment Factors. Small Diverse Business and Veteran Business Enterprise participation goals were set as part of the RFP.

Small Diverse and Veteran Business Opportunities
The Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) is pleased to announce that the Job Order Contracting Program (JOC) provides opportunities to DGS Verified Small Diverse Businesses (SDBs) and Veteran Business Enterprises (VBEs) who are suppliers/subcontractors in the following disciplines:

Job Orders are distributed through the JOC program to awarded prime contractors by region. The prime contractors are expected to engage and network with DGS validated SDB and VBE suppliers and subcontractors for construction and professional design opportunities. JOC is the preferred procurement method for Commonwealth agencies undertaking construction, renovation, and maintenance projects with a total value of between $10,000 and $600,000.

Agency Project Request Process
Requests for projects will be made by the Client Agency (the entity entering the project must be the owner of the property) directly to
Simplebid®. FOS will review and clarify the request, then arrange a Joint Scoping Meeting (JSM) with the appropriate contractor(s). At this meeting, FOS, along with the contractor(s) and Client Agency will walk the job to discuss the requirements, goals and define the scope of work. The contractor(s) will submit a job order package to FOS who will review to ensure it reflects the Client Agency's scope of work. FOS will also verify the price proposal is calculated properly. After the job order package is confirmed, it will be sent to the Client Agency for their review/discussion and approval. The Client Agency will then create the SRM purchase order(s) and construction can proceed in a mutually agreeable time frame.
