SCI-Pittsburgh Land Use Feasibility Study
In July 2022, the Department of General Services awarded a contract to Michael Baker International, Inc. to conduct a land use feasibility study of the SCI-Pittsburgh property to determine its highest and best use and evaluate its current physical condition to determine possible alternative uses. The study recommendations not only take into consideration the economic perspective, but also the property's historical significance.
The SCI-Pittsburgh property covers approximately 21.7 acres and includes 42 buildings and supporting structures in Pittsburgh along the banks of the Ohio River. Originally opened in 1878 as the Western State Penitentiary, the facility was permanently closed for operation in 2017.
The final report is below.
